ZetaChain is moving ahead with a governance process that would retire its layer 1 around Dec. 9 and shift ZETA to Solana. The proposal has also set out token conversion mechanics, including treatment for staked and unbonding ZETA and separate handling by exchanges.

What it means
ZetaChain was built as an omnichain layer 1, letting smart contracts talk directly to Bitcoin and Ethereum without wrapped tokens, a pitch meant to set it apart from bridge-reliant rivals. Proposal 70 goes further than a typical bridge or wrap: it asks validators to vote the chain itself out of existence, moving ZETA onto Solana while also launching a new entity, ZetaLabs, and burning roughly 55 million tokens during 2027.
Holders now have a hard deadline instead of an open-ended bridge: claim native ZETA through the portal before block 20,755,000, with a 10-ZETA minimum per claim, or risk holding tokens on a chain that will never process another transaction. Stakers and users with unbonding positions still count toward conversion, but exchanges are setting their own windows, so the same token can have different cut-off times depending on where it sits.
A layer 1 voting to shut itself down and never restart is a rare admission that running independent validator infrastructure stopped paying off against borrowing Solana's liquidity and user base. It cuts against the industry's own narrative that sovereign chains are worth the cost of their own security and consensus. Whether this is prudent consolidation or a quiet concession that ZetaChain's L1 never found a sustainable niche is a fair question token holders are entitled to ask before voting.
The governance vote closes on Nov. 7, with quorum already cleared and nearly every recorded vote in favor, leaving little doubt the shutdown proceeds. The remaining variable is execution: whether exchanges align their conversion windows closely enough to the Dec. 9 final block, or whether gaps between platform deadlines leave some holders scrambling to claim staked and unbonding ZETA before the chain goes dark for good.
