Russia approves first crypto exchanges and custodians under new rules
On Oct. 6, the Bank of Russia registered the country’s first four crypto exchange operators and five digital custodians under the framework that began on Sept. 1. The first published registers include VTB Bank in both categories and Sberbank as a custodian.

What it means
Each sentence links inside to the piece that supports it.
Banks and crypto users in Russia now have a visible set of approved counterparties to watch: the first exchange operators and custodians are already named in the regulator’s registers. That matters immediately for firms and customers trying to identify which institutions are officially inside the new market structure.
What changes in practice is the appearance of formal exchange and custodian registers where none had been public before. VTB Bank now shows up in both categories, while Sberbank appears as a custodian, and the framework still rests on the rules that took effect on Sept. 1.

How the story was built
Every piece in order, with the time its news medium declares — if it is not believable we use ours and say so — and what it added to what was already known at that point. Arriving first is not the same as adding something.
