What it means
Banks and crypto users in Russia now have a visible set of approved counterparties to watch: the first exchange operators and custodians are already named in the regulator’s registers. That matters immediately for firms and customers trying to identify which institutions are officially inside the new market structure.
What changes in practice is the appearance of formal exchange and custodian registers where none had been public before. VTB Bank now shows up in both categories, while Sberbank appears as a custodian, and the framework still rests on the rules that took effect on Sept. 1.
Market reaction i
The move was larger before the first headline than after. That is an observation, not an explanation: the market also moves on things nobody publishes.
