Coinbase Ireland Fined €3.25 Million Over Customer-Fund Failures

Coinbase Ireland agreed to a €3.25 million fine and reprimand from the Central Bank of Ireland over failures in how it safeguarded customer funds. The sanctions still need High Court approval before they can take effect, and the case adds to scrutiny of Coinbase’s European operations.
What this rests on
What it means
Coinbase Ireland Limited is the exchange's Irish e-money unit, the entity that lets Coinbase offer regulated crypto services across the EU under a license issued in Dublin. It leaned on its US parent to run core compliance functions rather than building them locally, a structure regulators have flagged before at other crypto exchanges expanding into Europe. This is the second penalty Ireland's central bank has imposed on Coinbase's European arm in under a year.
Coinbase Ireland must now demonstrate it can calculate and ring-fence customer cash without routing decisions through its California-based parent, after the shortfall in its safeguarding account reached €5.2 million in 2024. The 2023 episode, when Coinbase told 30 customers to shift funds to an alternate US bank account as Silvergate neared collapse, shows how parent-company decisions bled directly into Irish customer protection. European users gain a public record of the breach; Coinbase gains no relief until the High Court signs off.
A second fine within a year on the same European subsidiary is not a one-off compliance lapse, it is evidence of a structural gap between where Coinbase books its licenses and where it actually runs its controls. Regulators across the bloc have spent years pushing firms, crypto or otherwise, toward holding client money separately and locally; a global exchange that outsources that function to its US headquarters is testing exactly the premise those rules are built on.
The €3,252,618 fine and reprimand cannot take effect until Ireland's High Court confirms the settlement, a step the Central Bank flagged on October 22 as still pending. Approval would close this chapter and leave Coinbase Ireland focused on rebuilding independent safeguarding controls; any court objection or delay would extend the uncertainty hanging over the unit's compliance record just as European regulators scrutinize other crypto custodians' fund segregation.
Market reaction
The move was larger before the first headline than after. That is an observation, not an explanation: the market also moves on things nobody publishes.
How the story was built
Every piece in order, with the time its news medium declares — if it is not believable we use ours and say so — and what it added to what was already known at that point. Arriving first is not the same as adding something.
