What it means

Russia has treated crypto as taxable property since the 2020 Digital Financial Assets law, but the Bank of Russia spent years blocking retail access, limiting exposure to 'qualified investors' trading derivatives rather than the coins themselves. That stance hardened after Western sanctions cut Russian banks off from SWIFT, with officials wary of a channel for capital flight. The November 17 approval of Bitcoin, Ethereum and Tether for public trading reverses that caution, opening the country's first regulated retail on-ramp.

Ordinary Russians can now trade the three assets, but only through authorized intermediaries, after clearing a mandatory qualification process, and only up to 300,000 rubles a year per entity. That cap and gatekeeping shut out large allocations and keep volume inside licensed venues rather than offshore or peer-to-peer markets. Moscow Exchange, the country's dominant trading venue, gains a new asset class to list from December 1; unlicensed platforms and informal OTC desks lose the retail flow they previously captured.

Routing Bitcoin and Ethereum through Moscow Exchange's existing securities infrastructure hands custody and settlement to state-licensed intermediaries, the opposite of the peer-to-peer model crypto was built on. For a state under sanctions, a supervised domestic venue also doubles as a monitored chokepoint rather than an escape valve, raising the question of whether this is capital-market innovation or a tool to keep crypto flows visible to regulators. Both readings can be true at once.

The near-term test is whether licensed exchanges actually begin listing Bitcoin, Ethereum and Tether once the November 17 rules take effect, and whether Moscow Exchange holds its December 1 target for launching the new digital asset market. A delay or narrower rollout would signal the Bank of Russia is moving more cautiously than the rules suggest; a clean launch would make Russia one of the first major economies to fold retail crypto trading directly into its national exchange.
