Zcash activates NU7 network upgrade on testnet at block height 4,465,026
Zcash activated its NU7 upgrade on the public testnet on Oct. 4, several days before the scheduled milestone, and the test chain now uses a 25-second target block time instead of 75 seconds. The upgrade also changes fee handling by sending part of transaction fees into a reserve for future block rewards, while mainnet activation is still targeted for Nov. 5.

What it means
Each sentence links inside to the piece that supports it.
Developers, exchanges and wallet teams can now watch the new testnet behavior in a live setting before the planned mainnet step. That matters because the public testnet is already running with the shorter block target and the fee mechanism in place, while the mainnet date is still set for Nov. 5.
In practice, the network’s target block interval on testnet is now 25 seconds instead of 75 seconds, so the trial is no longer using the older spacing. The rest of the system is not changed on mainnet yet, since the upgrade is still confined to the public testnet.

Every piece in order, with the time its news medium declares — if it is not believable we use ours and say so — and what it added to what was already known at that point. Arriving first is not the same as adding something.
