BlackRock, SBI Holdings, and Startale agreed to explore a link between tokenized money market funds and JPYSC, SBI’s yen-denominated stablecoin. The new coverage adds that the memorandum was announced on October 27 and names BlackRock Financial Management and BlackRock Japan as signatories, while also framing the work around infrastructure, distribution, regulation, and partners in Japan and abroad.

What it means
SBI Holdings is Ripple's longtime partner and one of its largest shareholders, and has spent years pushing Japan toward onchain finance under the country's 2023 stablecoin rules, which require issuance through licensed banks, trust companies or fund transfer agents. JPYSC is SBI's yen-denominated trust-type stablecoin built for that regime. BlackRock brings its own tokenized money market fund experience, developed since 2024, giving the MOU a template of an established onchain product meeting a newly regulated settlement asset.
The memorandum commits the three firms only to study technology, infrastructure, business models, distribution and regulation, not to launch a product. If it advances, Japanese institutional investors could subscribe to and redeem tokenized fund shares against JPYSC instead of routing through bank wires, cutting settlement times for corporate treasuries managing yen liquidity. Asset managers gain a compliant distribution channel into Japan; SBI and Startale gain BlackRock's scale and credibility as a counterparty.
Japan has set a tokenization ambition worth $1.6 trillion, and BlackRock's involvement is being read as validation that the country, not just the US or Singapore, can be a serious venue for real-world-asset settlement. The trade-off is that JPYSC and similar trust-backed stablecoins depend on licensed intermediaries holding reserves and keys, which is closer to tokenized bank money than to the permissionless transfer model crypto was built around, even as it runs on blockchain rails.
SBI Holdings and Startale announced the signing on October 27, with BlackRock Financial Management and BlackRock Japan as the counterparties, but no pilot date, volume target or regulatory filing has followed yet. The next marker to watch is whether the parties bring in additional financial institutions, as the MOU allows, and whether Japan's regulators issue any guidance specific to linking tokenized funds with trust-type stablecoins before a product moves beyond the study phase.

The move was larger before the first headline than after. That is an observation, not an explanation: the market also moves on things nobody publishes.
